Downtown Master Plan

The Downtown Masterplan was adopted in August 2012 via Resolution 2012-20. It consists of six phases, the first of which is Broad Street, beginning at the intersection of French Broad Street.

Construction drawings for the first phase (Broad Street) are nearly complete. City Council is working on funding possibilities for the remaining phases.


In July 2018 the City applied to the Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grants program. BUILD Transportation grants replace the pre-existing Transportation Investment Generating Economic Recovery (TIGER) grant program. BUILD Transportation grants are aimed at investments in surface transportation infrastructure and are awarded on a competitive basis for projects that will have a significant local or regional impact.
